I am the above named person, at the above named facility. I would first like
to thank you and your office for allowing me a voice in this matter. The high cost
of prison phone calls has had, and continues to have a very deep effect on me and
my family. I am first of all not from this state so the telephone and mail is the
only means in which my family and myself can communicate. With the cost of living
and the already strenuous burden on my family to make sure that I have the bear
necessities that I need, the cost of the phone calls make it close to impossible
for us to keep a close line of communication. It takes 4 to 5 days to get mail,
and that does not take the place of the intimacy of hearing the voice of your loved
ones. They say that part of our rehabilitation is keeping close ties with your family
in order to go back out in the free society as a productive member, then how can
we be expected to do this/when a 15 minute phone call is between 2 and 4 dollars.
Staying in close touch with ones family can help in many positive ways. I myself
need to do so by phone, since it is my only means. I have a twenty five year old
daughter who is in nursing school right now and only working part time. She needs
to hear words of encouragement from me, but we are limited, simply because we cannot
afford it. So I again thank you and your office for allowing me a chance to speak
out on this matter.

I'm writing to you about the contracts for the prison telephone system. The prices are very high and
unfair. It is very hard for me to talk to my family and loved ones. The phone calls I want to make to N.J,
FL, and CA cost too much. $8.75 for 15 minutes is not what the public pays for long distance, but inmates'
family and loved ones do. I have not spoken to any of my family members in a very long time.
The last time I spoke to any of my family was when Albion, Pa prison sent me to a Michigan prison
because of overcrowding. The phone calls in Michigan were happily very cheap. I could call for .12 cents
a minute. The total was $1.80. PA has a surcharge of $2.33 and .43 cents a minute. It also gets kickbacks
from the telecom provider rumored to be 3 million dollars minimum. Now that I am back in PA, I can't
afford to call anymore and hear my children's voices. That is the best contact I could have besides a visit.
Letters fall short.

In addition, the chip away at our minutes with interruptions during the call telling us it is recorded. They
made that statement at the beginning. There is no need to keep telling us during the call and robbing
minutes off of the 15 that is allotted. They make it clear that they won't reimburse us for these lost
minutes.
Please do what is right and get our prices down to .10 cent a minute or so. Then I could maintain a strong
relationship with my family. Thank you for taking the time to read my submission.

I am a prisoner in the Pennsylvania Department of Corrections. My family and I are adversely
affected by the virtual price gouging that takes place on the prison's phone system. My family is
mostly from New Jersey. I have to pay $8.75 for 15 minutes of phone time. This is derived from a
$2.33 Surcharge and .43 cents a minute fee. If I call collect then my family has to have a prepaid
account set up and they pay the same high rate. These prices are abjectly unfair and not
commensurate with the general public's rates for long distance calls.
Michigan's prison system pays .12 cents a minute. The same call in Michigan would result in a cost of
$1.80. This is not market forces at work; this is price gouging coupled with kickbacks in the contracts
for the prison system. The unfair prices are placed on the backs of free citizens such as my family. I
certainly do not make enough money to pay these costs. My family sends me money or pays the
collect fee. It is patently unfair. Moreover, it fosters separation from support systems, which is the
most thing offenders need especially if they are going to be released.
Please work to cut and cap fees in the prison industry contracts. It is not just about money but a more
healthy society. Thank you for your time.

Dear Chairman Genachowski:
This letter is to respectfully ask you to take actions against telephone company's
who target prisoners and their families. These company 1 s are literally robbing
prisoners and their families with their strangle hold on the prison market. r-'Jy
father is serving a life without parole sentence in the state of Michigan. He does
not have the funds to place on a telephone debit card with a job that plays him $8
to $10 per month. He also has $400,000. DO in restitution and $1 , ODD DO in federal
court filing fees. 90% of all monies placed in his prison account are taken from
him.
My father played a big part of my little sister graduating from high school. He
tutored her on the phone as much as he could. •But that was when phone calls were
$1 • 80 per 15 minute call. They now cost $3. 8D per call since PCS took over the
Michigan Prison telephone contract. I wonder how many more children like my little
sister rely on phone calls from their mothers and fathers in prison to help them
with their school work and to keep them out of trouble. I wonder how many children
are now in trouble because they cannot speak to their incarcerated parents, because
of the high cost of a phone prisoner phone call.
