ORDER

Upon consideration of the motions for stay pending judicial review, the
responses thereto, and the replies, it is
ORDERED that the motions for stay be granted. The Federal Communications
Commission’s “Order on Reconsideration,” FCC 16-102 (Aug. 9, 2016), is stayed
pending further order of the court insofar as the Order on Reconsideration imposes rate
caps on inmate calling services. Petitioners have satisfied the stringent requirements
for a stay pending court review. See Nken v. Holder, 556 U.S. 418, 434 (2009); D.C.
Circuit Handbook of Practice and Internal Procedures 33 (2016). It is
FURTHER ORDERED, on the court’s own motion, that these consolidated cases
be held in abeyance pending this court’s disposition of No. 15-1461, et al, Global
