The West Virginia Division of Co1Tections and Rehabilitation (" WVDCR") has received you r Freedom of
lnfonnation Request.
Specifically, you requested:
1.
All contracts or other agreements, including all exhibits, addenda and extensions, between West Virginia
Division of Corrections and Rehabilitation (OCR) and any provider of telephone services for use by
prisoners or other detainees that are currently in effect, or have been signed but not yet in effect. The
responsive materials are enclosed on a disc.
2.
Documents detailing all payments received by the West Virginia OCR from any telephone service provider,
or on behalf of any telephone service provider, from January I, 2014-present. This request is overly
burdensome, as each facility receives the payments respectively. Below are the amounts in payments
received by the WVDCR from January 1, 2014 to the present date :
GTL Payments - Regional Jails - $5,605,22 1 - January 2014 to present.
GTL Payments - Prisons - $ 1,424,809 January 20 14 th.rough September 2015.
CenturyLink Payments - Prisons - $5,260.55 - October 2015 to present.
3. Documents detailing rates for telephone calls made by prisoners or other detainees of any West Virginia
OCR facilities from January 1, 20 14 to present. The responsive materials are enclosed on a disc, within the
contracts provided.
