Dear Ms. Robertson:
T-NETIX, Inc. ("T-NETIX"), along with Qwest Communications, Inc. ("Qwest"), is proud
to submit the following offer for the provision of Public and Inmate Telephone Service to the
State of Alabama. T-NETIX provides specialized call processing and fraud control services
to the corrections industry as well as being certified to provide Public Pay Telephone Service
in the State of Alabama. Qwest Communications, Inc. offers local, intralata, interlata and
interstate call capabilities in the State of Alabama for both Inmate and Public Pay Telephone
Service. Both T-NETIX and Qwest feel this partnership will offer the finest in Inmate and
Public Pay Telephone Services available in the industry!
T-NETIX processes approximately 35 million call transactions per month to over 1,500
network and premise based systems in jails and prison facilities throughout the United States.
T-NETIX is currently supplying inmate telephone service to 20 of the 50 State Departments
of Corrections. We partner with Qwest Communications throughout the 14-state former US
WEST region and are anxious to grow this partnership globally. In addition, T-NETIX also
provides technology to international markets in Canada, Europe and Australia.
T-NETIX would like to propose the following complete turnkey solution to your public and
inmate pay telephone calling needs. Qwest Communications, Inc. will carryall local,
intralata, interlata, and interstate traffic, and Volt will perform all installation, maintenance
and coin collection services for public pay telephones. The T-NETIX inmate proposal shall
include:
• T-NETIX Digital Combridge inmate telephone system.
• A system design with full redundancy to prevent system failure supported by
T-NETIX.
• T -NETIX patented 3-way call blocking technology.
• 24x7x365 National Service Center for repair and site support.
With this proposal from T-NETIX and Qwest, the State of Alabama has the unique
opportunity to work directly with the manufacturer of the inmate calling platform and

supporting services. This allows T-NETIX to offer superior customer and repair service to
the State of Alabama.
The ComBridge platform will allow jail personnel to control all aspects of the inmate
telephone system including reporting, call blocking and live monitoring of calls. The
telephone system will also be designed to identify and disconnect three way attempts. An
integrated digital recording system will be included with the inmate telephone system. This
will allow the recording of all telephone calls (excluding those marked as privileged) and
exportation to CD-ROM or other storage medium. Calls will be stored online for quick
access then written to a CD for permanent archiving.
All existing telephone sets throughout the state will be replaced at NO COST to the State of
Alabama. All service, maintenance and repairs will be provided to the State at NO
CHARGE to the facility. All commissions will be based on GROSS BILLED REVENUE
with NO DEDUCTIONS for fraud, uncollectibles, or unbillables..
